What Is CCSV? Can I Use My Voucher to Rent Switle BODY?
The “Pilot Scheme on Community Care Service Voucher for the Elderly” (CCSV, or the “Voucher”) is run by the Social Welfare Department, under a “money-follows-the-user” and “ability-to-pay” subsidy model. Elderly users can freely choose and switch between approved service units, service types, and service volumes under the scheme.
Under the “money-follows-the-user” and “ability-to-pay” model, the scheme offers centre-based (full-day or part-time), home-based, or combined community care services.
Elderly persons assessed as suitable for community or residential care under the Standardised Care Need Assessment Mechanism, and who are on the Central Waiting List.
Apply via the VISE online system or on paper; approval and voucher issuance typically take about 4 weeks.
Elderly users can freely choose and switch approved service units, service types, and service volumes, supporting ageing in place.
Among the Department’s approved service units, some are authorised to provide the “Rental Service of Assistive Technology Products”, allowing elderly users to rent relevant products (such as wheelchairs, walking frames, and smart monitoring devices) with their voucher, improving quality of life and easing the burden on carers.

Why Does Switle BODY Qualify Under the CCSV Scheme?
The “Rental Service of Assistive Technology Products” is one of the officially approved service items on the Department’s CCSV service list. As a professional in-bed bathing aid, Switle BODY meets the requirements of this service category.
Eligibility and Application Process
Eligibility: Elderly persons assessed as suitable for community or residential care services under the Standardised Care Need Assessment Mechanism, who are on the Central Waiting List for Subsidised Long Term Care Services, and who are not yet receiving any residential or subsidised community care service.
How to Apply: The Department invites eligible elderly persons to join the scheme by letter, in order of their application date on the Central Waiting List for Subsidised Long Term Care Services. Invited applicants can submit the completed form with supporting documents by post or in person to the Department’s Community Care Service Voucher Office, or apply through the “Voucher System for the Elderly” (VISE). Applications are generally processed and vouchers issued within about 4 weeks of receipt.

We note that the CCSV scheme already covers the “Rental Service of Assistive Technology Products”. Can I use my CCSV to pay the full rental fee?
It depends on your co-payment tier. The Department determines your tier based on a means test (ranging from 5% to 40%), so you only need to pay the corresponding low co-payment amount using your voucher to rent the unit.
Can I use my CCSV to purchase the unit outright?
The Department’s CCSV scheme currently only covers the “Rental Service of Assistive Technology Products”, so the unit is only available on a rental basis for now.
If I decide not to renew the rental in future, is the return process complicated?
The process is very simple. Just notify the approved service unit in advance and return the unit; any deposit will be refunded in full minus a basic cleaning fee, if applicable.
Does the rental fee include day-to-day consumables?
The basic rental fee usually includes the unit and an initial set of consumables. Ongoing items such as the dedicated bathing solution or replacement brush heads must be purchased separately by the family as needed.
